taking the heat off?!?

hey guys my cham (senegal) is walking all around the cage as of late even goes to the bottom some times chills for a sec then right back up just being really active(his colors are good and hes eating) i live in Tampa FL and summer just started getting really hot and theres no insulation in my house its an old bungalow style house air works (i like it) but its alot hotter during the day in my house then in most. have had him for about 5 mouths or more now hes been doing good with his set up only thing i can think of is that it got hotter here in FL. hes got a 13w 5.0 repti glo compact and a 25w 120v zoomed heat lamp and hes in a 18x18x36 open air diy cage...i have the heat lamp off right now any ideas on what this could be?

is he gaping? like opening his mouth at you it just sounds like he is to hot and hes looking for a cooler place to go

well in my country i get like 91-92 F or higher and i turned off my basking bulb becose he was acting strange and he was very hot .
but after that he was acting strange becose the basking light was missing .
so i got a lower wattage and i put the clamp lamp higher - so no heat from it just the light . and now he is ok , i guess he was desoriented becose his day basking light was missing .

no he did that for like all of one min and then i turned the heat lamp off hes not did it again

i dont know what to do its been off for a long time now hes still acting that way i have to admit i get hot in my own room got the air on like 69 it dont do dick. im not sure how to cool don the room...the air in the house dose not stay cool during the day it has no insulation. i have a rotating fan on the ground i can put it on hi but i didnt wana dry him out it wouldn't be poitned at him though. any ideas
