sperm plug?

How old do male panthers start popping sperm plugs? My panther is 17 weeks and has something sticking out of his vent. Looks like a sperm plug or maybe something from a feeder? What should I do? Should I give him a good mist with warm water or? Here a pic

So young? He's only a week over 4 months. I will note I misted with warm water and it did soften up but still there for now. I will keep a eye on him
*update* from the reading I have done its more a size thing and not age. Anything 7" or bigger total, he's just over 8" with tail so I guess its time for him to grow up.

Yep head to tip of tail is just over 8". I didn't think he was that big but I measured him. it's about time to weigh him again.
