it is definitely edema (fluid buildup) around the eye called periorbital edema. if that is the only place that you are seeing it, then it's a likely infection or some foreign body in the eye which is blocking the tear duct. sometimes vitamin A deficiency can predispose to this; I would fill out the how to ask for help form and give us the full history.
if it is the case, the duct often needs to be flushed during a procedure by your vet. the info is out there on how to do this, and since most vets do this commonly on all sorts of other critters, hopefully yours will oblige. there may be meds likely to follow, but meds alone usually won't take care of this. IMO, it's ok to wait for the appointment and not rush to an ER or something.
