So the humidity in my new panthers cage

The humidity in every other part of the cage is around 60-80, and under the basking spot i cant seem to get it above 40? whats going on here? is this going to be bad for him??? or will he be ok with that?
 
You have higher humidity levels than most do for panthers, unless this is right after you mist. You do not have too little humidity, you really have levels that a montane species would love.:D

To get to your original question. The heat from the lamp just drys the air out more in the vicinity of the lamp. That's pretty much a natural reaction any time you heat or cool any given area. Heating causes evaporation so it disperses the humidity and cooling condenses it removing it from the air. Either way your readings are normal.
