a small part of the chameleon's lip seems to be turned out What is this?, what causes it?

Post a picture...hard to tell without one, but it sounds like it could be the beginning of mouth rot.

Yikes!

I noticed that mine also has something like that I just thought he had to much tongue I am so nervous he has other issues today I have had him for one week now and things are not looking good

Not sure I understand what you mean by "too much tongue"?

he also developed a little bit of yellowish color on the side of his mouth

Mine has the yellowish color too, but it turns out that thats just his color.

well, the reason i posted this thread was to see if somebody can let me know how to treat it myself.... but if i have to it will go to the vet

Most commonly the pseudomonas bacteria is involved...but it can come from other bacteria too. There would likely have had to be a cut or injury to let the bacteria in.

When the chameleon gets mouth rot, unless its very very small, the lesion needs to be cleaned out by a vet, a culture and sensitivity test done to determine what antibiotic the chameleon will need to be put on to kill the bacteria. Pseudomonas is a very stubborn bacteria and an opportunist and will recur if not treated thoroughly.

It could be mouth rot but it also could be that your cham is getting ready to shed. I've noticed that my chams lips would roll out a bit a few days before he sheds. But if the bulge is just one spot of the mouth it should be checked by a vet.
