I just got a baby panther and I have the cage setup up fine, but i was wondering at what age can i move him to a 24X24X48 cage?

i usually move my cham when he's about 6 mo.

24x24x48 is the smallest cage you should use for an ADULT chameleon. Somewhere between a year and a year and a half would be the best time for that size cage.
