Purring sounds?

Hey.
Chamilli just made a purring sound. I immediately thought it was UTI but I see no excess mucus when he opens his mouth.
Is this normal from time to time?
His basking temp is @ 72.5 right now.
Humidity (even after I wrapped the cage) is 38%, and will not go up no matter what I do. I wrapped the cage, have a humidifier blowing right in, and mist 5x a day.
 
He is eating and drinking fine. And his right eye infection just came back, but is getting better with saline drops and warm presses.
 
I am not sure about the actually problem your posting, but have a couple questions/suggestions about the other info you posted.

What type of chameleon is it?

It LOOKS like panther from your display picture.. If so, his basking should be about 84ish..

about the humidity, where are you measuring it from? If its in the basking spot, try moving it to the other side of the cage or in the middle of the plants and see what it is. That how i figure out my actually humidity because in the heat its lower.
 
There was an article somewhere about chams using vibrations to communicate that was posted on here. I don't know, honestly. Do you have any other chams?
 
is that what the basking temp is all the time? That would be too low. and if that is the basking temp, then what are your cage temps?
