Prolapse non-invasive?

Can prolapses be corrected without surgery? Well i'm assuming it's a prolapse, but I may be getting this baby savanah monitor that aparently was impacted a month ago and now supposably his hemipenis is sticking out. I am wondering if it is actually a prolapse but either way the person soaks him for 20 min baths twice a day and says it looks like it is getting better. But I was wondering if they can just be like "pushed" back in if you know what I mean.
 
My past chameleon had a prolapse but it was intestinal and the vet just pushed it back and put in a stitch. Or at least that's how she explained it.
 
Okay that's good. For some reason this person thinks he would need surgery so she never got it fixed. Hopefully it is still fixable though.
 
If it hasnt dried out and become necrotic tissue yes, otherwise surgery may be needed to remove it (if its a hemipene. They do fine with one.), if its a prolapse and its died off, or dying off, the goanna is in trouble.
P.S Im currently rehabbing a sand monitor V.Gouldii , not sure its not beyond help (longterm prognosis) but time will tell.
