what is a good branchy bush like plant that is less than 30 inches tall(including pot) that can deal with being misted daily so that he can climb on it and drink from it?

I would suggest a schefflera. They do get bigger than that but you can keep the plant trimmed down to the size you want. Just be sure to put some rocks in the bottom to help with drainage.

schefflera is an umberella tree right? i kept my veiled free range with one of those with a heat/uv light hung over it as his house. i think when i misted it every day that the leaves burnt. maybe i'm wrong?

I'm not sure of that... I've been doing the same and haven't had any problems.

Edit: Yes, it's the same as an umbrella plant.
