Anyone know of peroxide is safe to use on a Cham ?

If it's bleeding that's because healthy tissue was exposed (dead tissue doesn't have blood supply) so it would do more harm than good, and physically hurt. Don't use it. If it's a burn significant enough to do that then I think you need silvadene to apply to it.

I am a vet. And have given you my professional advice several times. If you are not going to pursue getting silvadene from your vet you need to continue with the diluted iodine, which has dual effects against bacteria and fungi. But it too should only be in the earlier stages. I dont remember when this happened but if it's been more than a week you can stop it. The biggest problem with burns is the secondary bacterial or fungal infection that can come with them because the integrity of the skin's natural defenses are impaired by the damage from the burn. Neosporin helps protect the wound from invading bacteria as well as prevent bacterial growth and keep the wound moist so it doesn't hurt so bad. Silvadene is even more effective than those combined. Hydrocortisone isn't going to do much and I wouldn't use it at all. I don't really know what else to tell you.
