Panic!!!

ok so i have a sun glow halogen neodymium 75 w bulb! i get readings of 82 - 84 F in his basking spot - where he sits most of the time !!!
my problem is ... the bulb is 10 inch from the basking spot !! im afraid that he could get burns ..but than again i get 82-84 f readings .... !
I got this readings with 2 termometers...
Could it be that the mesh asbsorbs some heat? Is the bulb to close?
am i doing this right ?
if he is to hot he will move away ?
just scared...beginner

please answer me fast !!!
 
Ps : the lamp is not sitting on the mesh !!!
if i put my hand on top of the mesh i almost burn my hand if i hold like donno 60-80 sec , but if i put the band inside the cage near the mesh and where he is basking is ok warm but not very .... damn it i think i over react .. but i want to be sure !!!
 
ok so here are some pics the lamp, basking spot and the last one he just wants to get higher to the bulb ... is this ok????
 
If you are only getting 82-84 degrees both verified by 2 reliable thermometers, then I would believe that is the actual temp. I would invest in a digital thermometer w/ probe and a temp gun if you can. In your pics, you're reading below 80 degrees even. That temp is not warm enough for him and your pic showing him sitting higher confirms that. I'd move the light closer until you can get a reading between 90-95 degrees on his basking spot. Not too familiar with the bulb you're using though. Is that a UVB bulb as well? I wouldn't worry about how hot it is outside the top of the cage because he could never get to that area. Hope that helps.
 
I couldn't help but also notice the light coming in at an angle. I'm worried that if you angle the light too close so that his branch is around 90-95 degrees, then the highest spot where he is currently basking on might get too hot. Is there a way you could position the light to shine straight down onto his branch rather than angled? That would be the best way to do it.
