Without his cage he could get snatched by a bird or manage to run off when you turn your head. Tons of people have lost chams this way so if he's out of his cage make sure he is watched like a hawk (but not grabbed by a hawk).

He will still get PLENTY of the uvb, even if its degraded a tad by the screen, which I doubt is much.
