Normal house bulb???

A normal incandescent or halogen bulb from a hardware/home improvement store is fine for heat, they're safe to use.
 
I don't really see the problem with using a separate heat and UVB bulb, as it gives you freedom to change the wattage accordingly without lifting the bulb away from the top of the cage, which in turn lowers the strength of the UVB. If you angle them properly the chameleon still gets exposure to both heat and UVB simultaneously. So I don't think it's a mediocre set-up in any way.
 
The cheapest I have seen uv meters in the uk is £160. The best bulbs you can get in the uk are Arcadia.

I use the 12% T5 HO Arcadia bulbs and my chameleons do really well under them.

I use heat bulbs from B&Q or tesco. Phillips seem to last the longest.
