New Jackson's Chameleon staying dark brown during the day.

There's probably something off in his environment. From what I can see on the other post (mind you I didn't read the comments below, so sorry if you've already corrected this), I would lift the cage off the ground and put him up on a counter or something. The height will make him feel more comfortable. I would also get a nice bushy plant and put it in there to give him more cover, because being able to hide away from you will make him feel more comfrotable as well.

My first cham was my Jackson's, and I can tell you that they're very sensitive. They'll sweet and shy, or at least mine is. So you have to give him the privacy and sense of security they need to be happy.

Also, what are his temps? He could also be dark from too much heat. Make sure the hotest temp is under 85*. And if the rest of the cage can be at a nice 70-75* temp, then that's great for them.

I raised his cage by two feet from putting his cage on a side table. I am soon building a cage that will be a 2x2x4 screen cage elevated 2-3 feet with a drainage system. I plan on getting an automatic mister and some sort of live plant. What do you recommend as the type of plant?

His higher thermo reads 80-82 pretty close to the lamp (a tad hotter on basking). The lower reads 68-74.

I sort of feel like I'm scaring him when I do the misting, is this normal? I know they sometimes hide from water, but it doesn't seem that way. Maybe I'm not used to their personalities yet.
