so my cousin has a 3-4 month old nosy be who is allegedly a male, he looks like a female if you ask me. I base this thought on the fact that my 2-3 month old blue bar is showing colors already and my cousin's cham is quite pink, then again I'm new to this. what do you think?

That is a female, I would agree with Hoj. She should be older then 4 months or she'd be a huge 4 month old.
