So the tank is 16"x16"x23" It doesn't stay warm or warm enough… I live in Reno and its cold. During the day I have his UVA (60 watts) light and another to keep him warm but the tank is maybe 70.. at night - I used to have one 40 watt bulb but the tank was 60 or below  now… I have the 40 and a 50 watt but I don't think its helping… What do I do?!?! How do I keep him warm enough :(

The wording in your post is a bit confusing. Are you saying the tank is 70F at night? Chams need a temp drop at night. If the tank drops to 50 at night that's fine. Don't use any sort of visible light at night.

If you are saying his tank reaches 70 during the day, describe what sort of thermometer you are using and where it is in relation to the basking spot. Is it right near the basking perch? Farther away?
