I just got a new panther chameleon today do I leave the red light on while hes sleeping??

Night time is night time. Only use an IR light if your temps get in the low 60's

That's fine you will not need heat at night. Dropper can go off at night too.

My house goes down to the 60's at night, the chams don't mind.

Lowest temps in Madagascar is 60F in July
