To cover dirt or even vines. Since usually java moss is used mostly in aquariums. Do you think it'll grow with sufficient moisture?

I'm gonna say no to the vine part. Typically when that one is grown emersed it is done in a container with a lid to keep it extra moist. To grow it in dirt you'd want to push it in pretty well/ bury it within the first inch or so of dirt to help keep it moist while it adapts to emersed growing. Another one that should be ok for "grass" would be sagittaria subulata though. It's pretty easy to find plants that were grown emersed (if it's in a black pot it was started as emersed via hydroponics a good majority of the time) so you wouldn't have the adaptation period.
