Is white a color?

Recently I've been a little shocked at how little color my 9 month old ambanja panther Oliver has. I posted a tread about it and everything. (Thread also expressing my concern for size, but I recently found out he is a good size).
But then I started seeing more and more pictures of young chameleons with loads of white, and people commenting on how pretty the white is.
Well.. when my chameleon colors up really bright he is about half white, and half a bright teal - blue-ish color.

Is white one of the "Colors" he will always be? or will the teal color start to take over? Previously I thought the white didn't really mean anything color wise.?

Panthers can change their coloring up to two years so it is possible that he will look completely different when all is said and done.

mine have seemed to peek around 1 to 1 1/2. Post some pics.
