Is this charcoal fiberglass screen wire safe to use on a cham cage? I'm buying materials to make a cham cage in a few days.

You can use it. It's softer, more flexible, and tears easier than aluminum screen, which may be good or bad, depending on your preference. It tends to "sag" if not stretched properly into the frame. Some feeders can chew through it, as well, so if you free-range bugs in the enclosure, that is something to consider.

I like the aluminum better since you can staple it easily in place, it hold's it's shape better, has better visibility (I think), and it stiff enough that you can attach small things to it. It will tear up your hands (wire splinters are the worst!), and you need to double fold the edges to make a "safety edge". If you get the charcoal finished aluminum screen, always keep something soft under it or you will scratch the finish off (and see silver screen).

That's my experience. I keep both types in the house for various projects.

Don't use it on the cage top nearest the lights. Fiberglass breaks down eventually when exposed to UV. For the cage sides it's fine. As I hate wire screen splinters I prefer it to aluminum. Aluminum can have sharp edges that cut toes, but I know others use it.
