Chameleons don't have an outer ear, so you won't have to worry about his ear holes closing up!
I know sometimes cricket bites can appear this way, if you let them roam the enclosure.
As it's on both sides is it possible it's just how he is? Have you noticed it changing in size?
I do realize, looking really up close at photos of veileds right now, the scales near the casque tend to be larger and more raised.
This one even has some more raised scales by his cheeks:
But I know I'd be hypervigilant myself, as I don't know all the intricacies of their anatomy. I have a leopard gecko that has spots all around her mouth and I'm always like "I-is it mouth rot? Did she always have so many spots around there?" I'd monitor it, take photos to compare, and if it goes away or appears the same, maybe it's normal?
