I am not a veiled expert, but she does not look gravid to me. Google "gravid veiled" and take a look at what you can find. Typically you will be able to see a bunch of egg bumbs on her belly, and especially twoards her tail/around her feet.

Here is a quick link from Kammers page of a veiled displaying gravid coloration.

I would post all your husbandry info so we can try to figure out if there is anything that needs correcting. If she is pacing around and scratching to get out, perhaps there is something that needs changing. Follow this format-

Cage Info:
Cage Type - What kind of cage are you using? What is the size?
Lighting - What kind of lighting are you using? How long do you keep the lights on during the day?
Temperature - What temperature range have you created? Basking spot temp? What is the temperature at night?
Humidity - What are your humidity levels? How are you creating and maintaining these levels?
Plants - Are you using live plants? If so, what kind?
Location - Where is your cage located? Is it near any fans, air vents, or high traffic areas?

Chameleon Info:
Your Chameleon - The species, sex, and age of your chameleon.
Feeding - What are you feeding your cham? What amount? What kind of schedule? How are you gut-loading your feeders?
Supplements - What are you dusting your feeders with and what kind of schedule do you use?
Watering - What kind of watering technique do you use? Do you see your chameleon drinking?
Fecal Description - Briefly note colors and consistency from recent droppings.
History - Any previous information about your cham that might be useful to others when trying to help you.
Current Problem - The current problem that you are concerned about.

In my opinion, she does look gravid. I have a female veiled that has layed 2 clutches of eggs and never once took on the traditional gravid coloring and only had the hugely swollen belly :)

When you put her in the trash can are you making sure to never let her see you watching her? Do you have a container in her cage for her to deal in?

In my veiled's cages I leave a container of sand for her to dig in at all times. I also have plant pots that are over sized so that she can dig in that if she would rather. When they start digging in these pots THEN I move her to the larger egg laying chamber.

Has she dug any holes at all for you? If so did she cover them up?

yepp same with mine she turns the same as your does annabelle , remember robbins blue means eggs ahah so just get ready make sure the substrate for her to dig in is alteast 10 inches deep at the least she needs to tunnel and pile dirt up so make sure her lay box is big enough to hold her and to pile dirt up on and make sure the substrate is moist but not to wet that it caves in , you want it moist enough like when you first dig into the ground just moist and damp to the touch and you should be fine , mother nature taught her what to do all she has to do is lay them , also dont spook her when shes laying so put a towel accross with a peep hole so you can check on progress and see how shes doing with out spooking her , one simple spook and she'll hold those eggs and not lay them for being in fear but if i missed anythign just msg again ill get it or kinyonga will help you out

annabelle...was she mated or is this going to be an infertile clutch?
If she was mated, how many days has it been?

Both Cherron and boothy have made good points.

Most females, if they only see you once and only abandon the hole once will go back and try again later....but if it happens too often, they can/will be in trouble. Veileds will/may dig the same hole more than once or dig several test holes before they cose one to lay the eggs in. If they dig several test holes and still don't select one to lay the eggs in then you may have to make some adjustments to provide them a spot that they find suitable.
