Is my Jackson just shedding?

I noticed his foot has been like this for a couple days. I just got him on Friday. I've been trying to keep the humidity up but it's not going past 20-30% so I bought another plant that's on it's way. I spray a lot though.

He seems healthy, not too friendly yet though. Won't eat from me. I have one 5.0 UVB bulb and one regular 75 watt house bulb, which I don't really turn on cause my therm says its 90 in the reptarium when it's on. I have plenty of branches and vines for him.

Is there anything else I can do to increase humidity and make sure he's healthy? And also, to make him friendly.

You can get a cool mist (not warm) mist humidifier - I got one at target for under 50 bucks - and put it on the outside of the cage - some people will run tubes and such - (there is a great youtube on Jackson care) that shows one in action

I live in NJ so it's not as big of a problem for me as it's not a dry area - so you might have to get more inventive - they also sell reptile foggers but they cost more and break from what i've read- even with a cool mist they need to be cleaned often (warm mist are a breeding ground for bacteria according to my breeder) Some people use a shower curtain on the sides of the cage -
The care sheet here are good -and you'll get good advice on the forum- but be careful if it comes from someone who's never had a Jackson- I've seen bad advise given by people who didn't read Jackson a posted thread or assume that they are the same as a veild in care. Good luck Jacksons are more mellow but most any chameleon will need some time to adjust before getting friendly-

I keep a 40 60 and a 75 watt bulb - my house temps keep changing and I have to make adjustments-
It looks like left over shed to me on his foot - my Jackson doesn't get rid of his shed as quickly as my panther -
 
It's normal for them to be active for about 12 hours a day- If he's getting up at 6 or 7 then going to bed around 6 would be normal- He may have been on different timing before you got him -it took my panther over a week to adjust. He may be sluggish due to a health problem or getting too much light at night. Dehydration will make chameleons sluggish - do you have a dripper ? My Jackson doesn't like being sprayed too much I have a dripper for him along with spraying - you can make one out various things - just poke a couple hole in a cleaned out water jug or soda bottle and let it drip on a leaf - it's good to have something to catch the water unless you have a way to let it drain out of the cage (something the chameleon can't fall into and drown) it should drip constant but slow and take over an hour to drip the whole amount - or you can buy a "little dripper"
If he's getting disturbed in his sleep it may effect his bed time - I had to cover my cage with a sheet when I found that car lights were sneaking through the side of my window constantly- if you have a heat light on at night turn it off he doesn't need it - they like it cooling off at night.
It's pretty normal for them to go to their sleeping branch before bed time though - check his poop it should have a white part at the front - (there are pictures) also if it's runny it may be a problem with parasites which can zap his energy also -
