Can be a few things. Has it been hot lately? Chameleons will seek a low spot to escape heat if too warm. Or, like you said, could be looking for food. But if a female more likely looking for place to deposit eggs. What size cage are you keeping her in?
Females have been known to develop infertile eggs that young but I almost am inclined to think that it's more of an issue with temps, since that cage is so tiny. There's really no where to go to escape the heat if it's getting too warm. Can you tell us more about the lighting, temps, and the female with a few photos, if possible?
