how long is it safe????

If the temperature and humidity matches what the species needs......then letting it live outside wouldn't even be an issue....basicly however long you feel....but if it's not in a cage....watch so it doesn't get attacked by anything.....and make sure the outside is ok for the species,
 
You have to provide your cham an area with shade and sun so it can choose whether it wants to be in the sun or not. It could be out there all day as long as temps are within the right range but it is critical that is has shade so it can cool down.
 
Several of mine have lived outside full time for weeks. But I have fully screened balconies, so they have a very large 10' x 10'+ "cage" to move around in. If the temperatures are not too high or too low, then they can be out there as long as they want. And you can mist them throughout the day to keep them hydrated and cool them down if it's getting a little hot.

Sunshine does wonders for chameleons, so if you can take the cage outside and put it in partial sunlight for an hour or two a day, he'll be healthier for it.
