help with veiled babies

so my female laid a clutch of 71 eggs last June and one hatched about a week and a half ago. i have yet to see it open its eyes or eat anything. what may be the problem and how could i help. this is the only baby that has hatched for some reason, all the other eggs keep dying even though they look fine. this is my fist clutch and i am not sure what is happening

What kind of lights are you using. Babies eyes can be very sensitive to lights, especially new UVB bulbs. Do you live in a climate where you can get the baby outside time in a screen enclosure in the shade? I had something similar to this happen to a baby veiled before.

I am using a fluorescent uvb light that is pretty old. I live in Oregon so probably too cold to keep it outside.
