Help! Is this mouth rot?

Hello,
This is Imoogie he's my 11 month old Male Panther Chameleon. He is very very active everyday all day, eats lots. But I noticed he sometimes gets super close to the worm to shoot his tounge out. Never from far away.
He does his duties regularly. But this seems to come and go with his sheds. He sheds and its gone. Then about a couple weeks later it's back. But he's a super friendly chameleon never hissed at me or poofed up or tried to bite. And he loves attention always wanting out of his cage and onto me or the vines all over the ceiling.

It does look like the start of an infection on the lip line. Is that area dark brown or puffy compared to the rest of the gums? I would recommend taking him to a vet. They will likely need to clean out the pus and prescribe an antibiotic.
 
Also since he was a baby he's had that white stuff on his head it's not powder because iv tried to wipe it off with a wet q tip. Any ideas are appresheated

It's not brown it's the same color as his lips but it is puffer than the other areas
 
The puffiness and the way the lips are split apart at that area make me worry about infection. I would err on the side of caution if you suspect a lip infection. They can be quite nasty if left untreated - the infection can spread to the jaw bone or be fatal with time. The symptoms can be subtle until the infection is very bad, too. You know your cham better than we can, so if you feel something is off, trust your instincts.
