Can regular light bulbs work as heat bulbs?

Sure . I use 60 watts for my baby tortoises and regular flood lights for my chams

Absolutely

If the intent of the bulb is just to provide heat to a basking spot (and you have another source for UVB), a regular inexpensive household bulb in a dome will work fine, for 10% of the cost, and a longer life, than "basking" bulbs. Just adjust wattage, or distance from the basking spot, or both, to get the temp right, and enjoy the few shekals you saved ! They are safer too
