Update; I found the cage I was talking about. The thing is massive (2ft x 2ft x 6ft) the only issue with it that i see is that it is made of a plastic, vinyl-like mesh. If i were to use a heating lamp on this, im afraid it would melt the material. Any suggestions?

Yes, I think the plastic would melt. As for the hibiscus, yes, a chameleon can live on there (and enjoy munching on the flowers when they bloom), however hibiscus need very high levels of lights (strong plant lights), so you'd have to keep that in mind. You could always check Craigslist for a cheap 2x2x4' cage - I wouldn't go any smaller than that. If you get one from there just make sure you disinfect it very well.
