He's trying to bask under it. Chameleons will usually (try to) bask under the brightest light they see.
If the plant light is brighter than the basking light, you can angle the basking light to shine on a spot directly below the plant light.
If the plant light is brighter than the basking light, you can angle the basking light to shine on a spot directly below the plant light.
