egg laying

hi i am getting a chameleon soon a senegal but 1 how do i know male from female
2 when she is going to lay eggs she will lay them without a male right, if so i know they wont be fertile
and 3 for her laying bin can i use just regular potting soil

Yes they can lay infertile eggs and almost always will lay infertile eggs once a year.

Potting soil isn't the greatest because it usually has fertilizer in it. Unless it says it doesn't I wouldn't use it. Plain top soil works good and so does moist sand as well.
