Dubia roaches, hornworms, silks, supers and butter worms sometimes
Carrots, Lettuce, apples, roach chow, strawberries
Supplements - What brand and type of calcium and vitamin products are you dusting your feeders with and what is the schedule?
Repashy all in one, I also use a plain calcium 1-2 a month
Watering - What kind of watering technique do you use? How often and how long to you mist? Do you see your chameleon drinking?

6-6, 75w basking, new UVB bulb, and a grow light
Temperature - What temp range have you created (cage floor to basking spot)? Lowest overnight temp? How do you measure these temps?
70s to basking spot (83)
Humidity - What are your humidity levels? How are you creating and maintaining these levels? What do you use to measure humidity?
40-50 Still in winter here and I cannot get it up...
Plants - Are you using live plants? If so, what kind?
A golden pothos and a hibiscus
Placement - Where is your cage located? Is it near any fans, air vents, or high traffic areas? At what height is the top of the cage relative to your room floor?
3ft off the ground near a window

He hasn't been outside in a few day due do this disgusting weather. When it is warm he is out at least from 10-2pm (usually all throughout the summer)
He has just gotten done from Baytril for 10 days. The vet said he might have bacterial parasites....We don't know anything until I can get a fecal done

Pretty boy you have there. It does appear he is retaining a minute amount of fluid. Your care looks good. I would personally do two thing different in your care.
1. Use the plain calcium at every feeding and use the repashy product twice a month.
2. He looks like he is loved by mamma. I would put him on a diet of sorts. Not sure of the quantity or frequency you are giving him at the moment but i would cut it back a tad bit. Your trying to make him a lean, tree dwelling machine.

carrots
flax seed
and a few other things in pre made cubes that I had frozen. Ive recently ran out of those and for the last couple weeks he has been getting what I listed before, until I can make another few batches, could the switch have affected him?

It could possibly be something in the roach chow. Its hard to say...A different variety of ingredients as often as you can is key.
I cant say for sure. You know your animal best and this is something you will have to monitor. So really there is no set number yet. At two years old i would recommend two different feeding methods.
Either method will need tweaking. This would be where to start without knowing any particulars.
1. If you have to feed everyday and his appetite supports it. Just a few bugs, literally like 2-3. Mix up the bug "types" day by day.
2. Feed every 2-3 days. On these days you can give him a decent amount. Your not giving him all he can eat but 6-12 prey would be something to start with.

I wish I knew...I asked the guy at repticon and he wouldn't tell me...he said it was a secret. I think that should of been the cue to not use it. I'm going to order some dinofuel right now.
I always fed him as much as he wanted. He would usally take about 3 good sized roaches every 2-3 days. Plus what ever bugs I had on hand

I just wish it would get warm again and he can go out side. I really miss his reds blues and greens.

To be honest I never got to meet the vet, I was house sitting when my mom flipped and took him so I really can't comment on her knowledge or lack off. The only thing I know for sure is that I don't know everything.

To relate my own experience with this exact same symptom - swelling under his neck area on my 9 month old Panther - I immediately stopped all supplements including calcium for 2 weeks. Within a week the small swelling much like you posted initially was completely gone. I resumed his dusting schedule but instead of dusting calcium at every meal, I dust about every second meal and cut back on his D3 to once every 3 weeks and his Multivitamin every 3 weeks as well.
This seems to have fixed the problem in my chameleon so far.

That is great that doing that solved the problem. I tried that with mine that had it and nothing worked. Most others have no success with not supplementing either. I would like to know if it ever comes back on your chameleon. Usually it seems once they get it, it comes and goes. They never really seem to get rid of it.
My panther's and jackson's went away with significantly reduced supplementation like described above, lots of hydration and natural sun. Every so often it comes back in the panther but not nearly as severe and tends to go away fairly quickly again.
