Here is a photo of him from when he woke up, though he does look a little better now. Also I know that his eyes look a little sunken but I don't see how that could be dehydration since I mist so often...

Winters are tough up here for our pets and us Lol!
I have a male and female panther. It's really important to keep their basking spots around 90 degrees especially if you keep your heat below 70. This is very important to aid in metabolism and digesting. I use a 75 Watt halogen bulb that you can buy at Home Depot or Lowes etc.
I'm thinking your Cham is just too cold. Your night time temperature of 63 degrees is way too low for a Panther Chameleon. A couple of colder nights here and there isn't a bad thing but a consistently low temperature for an entire winter in ME can be harmful and his metabolism is probably really slow right now. You need to figure out a way to bump the night time temps up. If you're cold in your house with clothes on then your Cham is probably freezing.
The days get gloomy in ME during the short winter days...it's depressing..especially to pets from warmer climates with lots of sun so it's important to add additional light to the top of the cage. I added another lamp with a 60 Watt Led. Your lights should be on for 12 hours a day.
Also because we use a lot of heat up here, the air can really dry out so even if you're misting a lot the humidity level can become really low in the cage very quickly (my house averages only 25-35% humidity in the winter) so I cover 2-3 sides of the cage with plastic to keep the humidity in.
Hydration is huge this time of year. It's important to know your Cham is drinking. My female has a Mistking but I know she doesn't like drinking when it's on...so I also spray her and make sure I see her drinking.
Your Cham may be constipated and have little appetite because of the low temps or he could have an infection or parasites.
I definitely think that a vet visit would be a good idea to find out what's going on with your guy
