The diaphragm pumps that are necessary are what make them expensive.
If you can get a diaphragm pump cheap, then all you need is tubing, and nozzles.
You can make one with a pond pump, but its just going to drip. ;/

Indoor, outdoor?
Without knowing anything about how many animals you are wanting to mist.....
Hardware/garden/online stores always have a decent capacity hand pump mister. Like the kind used to chemically treat a garden ect...
For the price I think it's a happy medium. Pump it once or twice a day and maybe replace the nozzle(or delivery system

No electricity, cheap , quiet, portable, cheap, get some exercise..... And they're cheap

this is the one i considered making before i ened up just buying one. i'd compare prices on supplies first compared to the actual price of a misting unit. i actually found that making one was more expensive then purchasing a new one that works for that specific purpose http://www.ehow.com/way_5837815_homemade-mister-reptiles.html
