Should my cham be cold to the touch?

I've searched this on here and google, and I just thought it seemed weird.

Remember they are cold blooded animals and need the sun light or in our case lights to bask in. Sometimes when my guy is running around in his free rage he will cool down and feel cold to touch or least cooler than my body temp. The simple answer to your question is Yes. He may not have been basking in the light much when you went to touch him.
