Its just short of a month since they were laid and I havent checked on them for about 2 weeks and when I looked today 3 had a cobweb white mold on them so I took them out. The other 18 look fine and possibly even look bigger. How common is this for some to grow mold?

If they grow mold that means they aren't good, but let someone who's had experience with eggs to chime in to tell you..

In many of our clutches there are 1 or more that go bad early on. I believe it is because those particular eggs are infertile. Then there may be some that go bad later on down the line. But not always. All I can say is that in our experience this is normal.

I am not sure about chameleons, but with some snakes I have seen eggs that were so mouldy you could barley make out the eggs. All the snakes (amazon tree boas) hatched out perfectly healthy.
Usually however this means the eggs are duds..
