Thanks, that gives me some good inspiration, I think I will still have to check temps around here an I would possibly build it next to a wall, and abit underground.
 
It's do-able

2 winters ago, I had a little makeshift greenhouse in my yard like Zerah's (mine was 10x16', and about 9-10' tall). I wrapped the entire thing in plastic, mounted an overhead space heater in it, and then had a 150W ceramic heater on each cage (the cages were big, about 3x4x6' tall), but the chams did fine. I had veileds, panthers, Merus and Deremensis out there and was able to see Deremensis breeding in the enclosures in early January 2007 (first time I had ever seen Deremensis breed). The temps in the main room were anywhere in the 60's, and in each cage with the ceramics, the temps were at least in the mid 90's (right under the heater) and around 65 at the cold edges. Our winters are similar to yours, with cold winters getting into the high 20's F. Normal winters are down around 30 degrees F. Just be ready to react if you have a power outage!
 
Im in california and where i live its gets cold in dec-jan (sometimes below freezing but not conisistlently during the day).
A few years back my next-door neighbor built a mini- greenhouse form pvc and covered with plastic, raised strawberries under these weather conditions. When I walked in the enclosure it was so warm i had to take off my jacket.

To me it sounds like you want a greenhouse but keep chams instead of plants. While its doable, it sounds rather expensive but way cool for a permanaent structure.

Much more expensive than pvc, We have a very small green house at my community college where they raise "summer" plantsa in winter its made out of wood/metal glass ect. If I were a gazillionaire and had unlimited funds I might want to do something like that, with overhead water ect.

I don't know what you are planning, but here are some professional versions on this site, maybe your dad already has what he wants to do in mind.

I think I will build a green house instead, it seems most of the posts say green houses so....
I wont buy because it will be a small size than of what I want, wont be so easy to walkthru and seperate the cages.
I checked out the website that Drone linked and I like and will build 1 like the one that has the wooden fram because then its easier to divide into more cages and still have a walk through, now I I have just got to get blueprints of the greenhouse.
