If you don't give her the correct environment to lay in, she will not lay. And chameleons are notoriously picky, which meanshould she will likely become egg bound and die.
Try not to be so absolute, provide recommendations and what has worked for you. All my females have consistently and successfully deposited eggs in 6-8 inches of dirt over the past 20+ years. I believe the moisture content of the laying bin soil has something to do with how deeply the eggs are deposited.
