You said you mist about 3-4x a day for 30 seconds?

You definitely need to be misting for a minimum of 3-5 mins each time...as is this the only way Chameleons get their water.

Other than that, I'd change any compact UVB bulbs you have in there.

Oh, and one more thing you could try...give your Cham a "bath". Put him on a little plant, and take him in the shower. Put it on a warm temperature (so that it gets steamy in there but not too hot) and let the water droplets bounce off the shower wall and INDIRECTLY spray on him. You don't want the water to directly hit on him. That might encourage him to clean his eyes
