Black spot on tail?

Noticed is little black spot on my guy's tail last week. Wanted to see if it was going to go away but it hasn't. Hasn't gotten any bigger either and it doesn't seem to bother him at all. I can touch it and he doesn't respond. There's a little bit of peeling around it too.
Any ideas? What can I do to help make it better?

I am not an expert, can you tell me if it also appears to you like there has been a tear?

If so then to my untrained eyes it looks like it is healing...

If not then please await other opinions.
