I'm going to say no, because it mentions in at least 3 places that it creates a "hot spot".
It also pushes colored lights and lighting at night, neither of which is appropriate for a chameleon.

From the link, should we assume you're down under?

If so, the only bulb I can find that's even close is:
https://www.amazon.com.au/SYLVANIA-...490&sprefix=incandescent+flood,aps,235&sr=8-9

...and that may be phased out very soon (should have been Sept)

Reptile basking bulbs may be an exception, but every one of those I've seen is also a spot.

Are there any other places/countries you may be able to order from?

As MissSkittles mentioned above:
Chameleons gravitate to the brightest light and colored lights aren’t so great for their sensitive eyes.
Another thought that comes to mind is using a Ceramic Heat Emitter (CHE) in conjunction with a full-spectrum LED plant light. In this diagram (and the enclosure), the CHE would take the place of the basking light.

Your chameleon will try to bask under the plant light, and that area can be warmed by the CHE.
