Baby veiled too small.?

I got my veiled a month ago, and I was wondering if she was to small.? The owner before me said she was 6-8 months old, which would leave her 8-10 months old right now. But she's so small, like maybe two inches nose to vent. Is there anyway she could of been stunted growth wise.? She was in a ten gallon tank, no supplements, no uvb. Would this make her smaller.?

Lily is about 4-5 inches s to v.
and i believe her to be around 8-9 months old
