are eggs fertile if they have a small red circle on them?

my translucent veiled just had 50 eggs and they all have a small red circle on the side facing up is this showing that they are fertile?

In the above link it says..."some eggs began to show their first sign of development (see photo) well before others"...if the egg is showing signs if developing that must mean it's fertile. Hope that makes it clearer.
