Are aquarium tube lights ok?

I have an 18" light fixture that is a soft pink in color. It looks great in the cage but I want to make sure it isn't harmful.
 
Probably not harmful, but it is also not helpful. You will still need a UV bulb and probably a heat bulb. What species is this for?
 
It's a young Panther chameleon (3-4 months). Also I saw on screleons that you should use a 5.0 UbV and not a 10.0. Why is that? I have a 5.0 compact tube light from reptisun. I use a ceramic hear emitter. Should I keep this setup or replace the aquarium light with a 5.0 tube light?
 
I would replace the aquarium light with a 5.0 uvb it'll cover more area in the cage and is preferred. Also it's not bad to have that aquarium light in my opinion, at one point in time I had my basking, uvb, and a full spectrum hood on top (for my plant). However I think an actual basking light would be preferred over a ceramic heat emitter.
