Anyone know if this plant is toxic or harmful?

I am not sure about this particular Rhus, but other species contain urushiol, which is irritant to humans and animals. However, it probably contains other tanins, so maybe better to avoid it.
Where did you plan to put it anyway? I don't think it's a plant that would do well in e terrarium...

Hi - all sumac do release a latex sap which is an irritant. The compound leaves break off very easily and exude the sap. If your cham rubs its eye on any part it would probably break a leaflet or whole leaf. Also, Rhus typhina's common name, Staghorn Sumac comes from the hairy stems and branches, which could be another irritant. Rhus glabra, or Smooth Sumac is, as you may have guessed, smooth, but still has the sap.

I would not recommend it. Also, as you noted, it is a tree and they grow relatively large - relative in that it is not an oak but it is not a croton either ;)

Just a note - I agree, it is a lovely tree and is native though many people hate it because it is a colonizer. It forms great masses of hairy fruit atop that remain all winter and late winter as well as early migrators and year round birds (esp. robins) feast on them. Personally, I think their fall color rivals that of our red maple in the right light it looks like fire! We have a stand right outside my (home) office window, which my luna moth caterpillars are currently feeding on, and I get to see and use this plant year round - but not for Cyrus ;)
