A few questions on Sperm Plugs

I've been reading and checking out the pics on Sperm Plugs. Gizmo (my 4 month old panther) is my first male.

When do these begin to show up after sexual maturity? Does this happen to all male chams?

What (if anything) should I do about these? And when should I become concerned?
