So, while I was gone this weekend my mom was watching Oscar. Sometime while I was gone Oscar's heat bulb went out, my mom didn't notice. The cage was at 63 Degrees, and Oscar looked freezing. He's now under his basking light but is still very dark. I was wondering what the side effects are of him not have heat over the weekend?

I am always afraid of the day when accidently the power will go out...
What can happen to a cham?
That's one of my nightmares...

If its to long a cham can die from no uvb and low temperatures always good to have a back up generator outside that can run things inside

They can go a while without UVB or heat. Although they may have adverse side effects but that doesn't mean that can't return to full health relatively soon.
60 degrees really isn't that low for a chameleon, every night my chams cage drops to low 60's the drop in temperature is actually good, it provides them with a better quality of sleep.
And in case you didn't know, no lights on at night or it will disturb their sleep
