UVB should be flat but basking I don't think matters, as long as you have the appropriate heat level.

What kind of chameleon? Is it a panther? How old? If he's young, then do not expect to see much color. Is he healthy? What color is he most of the time? Boring color is not a bad sign as it usually means they are content. Do you see coloration when he sleeps?
