Definitely. The bulb only helps with synthesis, doesn't actually provide any. So if he isn't getting enough natural sunlight (which I doubt as you'e from Kent and we have such rubbish weather in Britain) then he will need all his supplements (calcium with D3, calcium without D3 and multivitamin).
Agreed. Wrong cage, would be a factory of bacteria, safety hazard, and your cham may try eat the fish, if he succeeded it would be very damaging (the bones are too sharp).

Sounds to me like he just got some water in his eye whilst misting. He will move his eye around whilst the lid is closed, to get rid of the water. The fact that he is opening it when out the cage, then closing it when in the cage is more than likely just the association of the cage and water...
It's hard to tell in the video, but he was touching it. Every time he "stroked", his hemipene would get bigger, then smaller when he wasn't. This continued till he expelled, then he recoiled it. He must be a very confused chameleon! Hahaha
