Could be that he's going to shed. I always used to think my cham had some kind of infection because his eyes would become wrinkly and baggy like what your picture shows. Instead, I've decided that its actually a precursor to a shed.
In my experience, my cham will not drink from the syringe so I take a credit card and slip it between his lips and place the syringe past the front of his mouth to the front of the throat and then shoot the liquid down the throat. It's a small amount of liquid so it shouldn't be a problem.

I'd say it's a patch of shed forming. His whole body should be covered very soon. Only reason for it not to be a shed is if it has been there for a prolonged amount of time.
Does the pot the plant sits in have holes on the bottom for drainage? Also, when you repotted the plant did you place some rocks on the bottom to help with drainage? If not I'd say it's root rot.
